We examine the politics of financial crisis response in Japan and the United States. Many existing accounts of Japan's of the 1990s have emphasized Japan-specific factors, such as structural problems, policy errors, and political dysfunction. We argue that Japan may have been subject to a form of first-mover disadvantage. Like innovation in the private sector, developing effective solutions to novel policy problems requires a messy process of discovery, experimentation, and repeated failure. Much as late-industrializing countries adapted the methods and technologies (...) of early developers, second-movers can apply effective policies demonstrated by first-movers in a more targeted, efficient, and rapid manner. We show that the behavior of Japan and the United States during their respective financial crises is broadly consistent with this theory. In addition, policy adoption in the United States most clearly reflected lessons from Japan in areas where the lessons were considered clear and implementation was less politicized. (shrink)

Structured interviews were held with 149 registered nurses in seven countries in America, Asia, Australia and Europe concerning the feeding of severely demented patients who do not accept food. The most common reasons for nurses being willing to change their decision to feed or not to feed were an order from the medical head, a request from the patient's husband and/or the staff meeting. There was a connection between the willingness to feed and the ranking of ethical principles. Nurses who (...) were most prone to feed the patient most often gave a high rank to the ethical principle of sanctity of life, while those who primarily chose not to feed the patient gave a high rank to the ethical principle of autonomy. All nurses stressed the ethical principle of beneficence. Des interviews structurés ont eu lieu avec 149 infirmiers/ères dans sept pays en Amérique, Asie, Australie et Europe concernant l'alimentation des malades gravement dément qui refusent de manger. La raison la plus générale pour des infirmiers/ères d'être prêt à changer leures décisions de donner à manger ou non sont: un ordre du médecin, la demande du mari de la malade ou de la réunion du personnel. Il y avait un lien entre la volonté de nourir et le rang des principes éthiques. Les infirmiers/ères les plus enclins de nourir la malade le plus souvent donnaient un rang supérieur au principe éthique de la sainteté de vie, pendant que ceux et celles qui choisissaient de ne pas nourrir la malade donnaient un rang supérieur au principe éthique de l'autonomie. Tous insistaient sur l'importance du principe éthique de la bienfaisance. Konstruktive Interviews wurden mit 149 ausgebildeten Krankenschwestern und Pfleger in sieben Ländern in Amerika, Asien, Australien und Europa gehalten über die Ernährung von schwer von Dementia praecox leidenden Patienten, die das Essen verweigern. Die gewöhnlichsten Gründe des Pflegepersonals für die Bereitwilligkeit, ihre Entscheidung, zu ernähren oder nicht, zu ändern, waren Anordnungen vom medizinischen Chef, Anfragen vom Ehemann der Patientin und/oder einer Personalsitzung. Es bestand ein Zusammenhang zwischen der Bereitwilligkeit zur Ernährung und dem Rang der ethischen Prinzipien. Die Pflegenden, die sich am meisten neigten, die Patientin zu ernähren, gaben dem ethischen Prinzip der Heiligkeit des Lebens einen hohen Rang, während die, die meistens vorzogen, die Patientin nicht zu ernähren, gaben dem ethischen Prinzip der Autonomie einen hohen Rang. Emotion recognition skills and the ability to understand the mental states of others are crucial for normal social functioning. Conversely, delays and impairments in these processes can have a profound impact on capability to engage in, maintain, and effectively regulate social interactions. Therefore, this study aimed to compare the performance of 42 autistic children, 45 unaffected siblings, and 41 typically developing controls on the Affect Recognition and Theory of Mind subtests of the Developmental Neuropsychological Assessment Battery. There were no significant (...) differences between siblings and TD controls. Autistic children showed significantly poorer performance on AR when compared to TD controls and on TOM when compared to both TD controls and unaffected siblings. An additional comparison of ASD, unaffected sibling and TD control subsamples, matched on full-scale IQ, revealed no group differences for either AR or TOM. AR and TOM processes have received less research attention in siblings of autistic children and remain less well characterized. Therefore, despite limitations, findings reported here contribute to our growing understanding of AR and TOM abilities in siblings of autistic children and highlight important future research directions. The progress of electronic health technologies and biobanks holds enormous promise for efficient research. Evidence shows that studies based on sharing and secondary use of data/samples have the potential to significantly advance medical knowledge. However, sharing of such resources for international collaboration is hampered by the lack of clarity about ethical and legal requirements for transfer of data and samples across international borders. Here, the International Clinical Trial Center Network reports the legal and ethical requirements governing data and sample exchange (...) across four continents. The most recurring requirement is ethical approval, whereas only in specific conditions approval of national health authorities is required. Informed consent is not required in all sharing situations. However, waiver of informed consent is only allowed in certain countries/regions and under certain circumstances. The current legal and ethical landscape appears to be very complex and under constant evolution. Regulations differ between countries/regions and are often incomplete, leading to uncertainty. With this work, ICN illuminates the unmet need for a single international collaborative framework to facilitate DSE. Harmonising requirements for global DSE will reduce inefficiency and waste in research. There are many challenges to realising this ambitious vision, including inconsistent terminology and definitions, and heterogeneous and dynamic legal constraints. Here, we identify areas of agreement and significant difference as a necessary first step towards facilitating international collaboration. We propose the establishment of a working group to continue the comparison across jurisdictions, create a standardised glossary and define a set of basic principles and fundamental requirements for DSE. It is easy to overlook the fact that the kind of personalist criticism Brower, Wimsatt, and other New Critics were reacting against was a method of interpretation bequeathed by the nineteenth century which most of us would now regard as naïve, simplistic, and sometimes absurd. With the exception of a few poems such as Browning's dramatic monologues, which provided the speaker with an explicit identity as unmistakable as that of a character in a play—"I am poor brother Lippo, by your (...) leave! / You need not clap your torches to my face"—lyric and didactic poems of the first person were invariably treated as personal statements. The voice, emotions, attitudes, and state of mind of the speaker were those of the poet, and even the most symbolic details were often read as literal aspects of the poet's self or environment. Many critical studies and anthologies remain today on library shelves testifying to the persistence of these critical habits of the late 1940s and 1950s. On the assumption that Rochester's love poems describe his actual sexual experiences, Vivian de Sola Pinto was able to write a much longer biography of the poet than would have been possible if personalist criticism had not been in vogue.1 David Nichol Smith could assert that Dryden's Religio Laici "was wholly spontaneous"—the familiar Romantic criterion - and show the poet arguing out "his problems for the peace of his own mind."2 If it became unfashionable to speak in that manner of these and numerous other poems, it was because the New Critics, along with the Chicago critics, had shown convincingly that a lyric poem can be dramatic, the imitation of a fictitious speaker responding to an imagined situation, and that a didactic poem can deal with public issues instead of private agonies. · 1. The article attempts to give a coherent expression to a recurrent theme in the history of political theory. The theme is that men and communities must be subjected to stress in various forms (e.g., Poverty, Insecurity, Conflict, Dissension) in order to maintain whatever faculties, qualities, capabilities and institutions they regard as (a) practically necessary in the long run, or (b) an essential part of their conception of a good life. The ideas dealt with have been drawn from philosophers, political scientists (...) and sociologists from Plato and Aristotle through Machiavelli, Mill, Nietzsche, Durkheim, Sorel, and Ortega y Gasset. When we evaluate moral agents, we consider many factors, including whether the agent acted freely, or under duress or coercion. In turn, moral evaluations have been shown to influence our (non-moral) evaluations of these same factors. For example, when we judge an agent to have acted immorally, we are subsequently more likely to judge the agent to have acted freely, not under force. Here, we investigate the cognitive signatures of this effect in interpersonal situations, in which one agent (“forcer”) forces (...) another agent (“forcee”) to act either immorally or morally. The structure of this relationship allowed us to ask questions about both the “forcer” and the “forcee.” Paradoxically, participants judged that the “forcer” forced the “forcee” to act immorally (i.e. X forced Y), but that the “forcee” was not forced to act immorally (i.e. Y was not forced by X). This pattern obtained only for human agents who acted intentionally. Directly changing participants’ focus from one agent to another (forcer vs. forcee) also changed the target of moral evaluation and therefore force attributions. The full pattern of judgments may provide a window into motivated moral reasoning and focusing bias more generally; participants may have been motivated to attribute greater force to the immoral forcer and greater freedom to the immoral forcee. When do we judge that someone was forced to do what they did? One relatively well-established finding is that subjects tend to judge that agents were not forced to do actions when those actions violate norms. A surprising discovery of Young & Phillips 2011 is that this effect seems to disappear when we frame the relevant ‘force’-claim in the active rather than passive voice ('X forced Y to φ ' vs. 'Y was forced to φ by X'). Young and Phillips (...) found a similar contrast when the scenario itself shifts attention from Y (the forcee) to X (the forcer). We propose that these effects can be (at least partly) explained by way of the role of attention in the setting of quantifier domains which in turn play a role in the evaluation of ‘force’- claims. We argue for this hypothesis by way of an experiment which shows that sequences of active vs. passive ‘force’-claims display the characteristic “stickiness” of quantifier domain expansion, using a paradigm which we argue provides a useful general paradigm for testing quantifier domain hypotheses. Finally, we sketch a semantics for ‘force’ which we argue is suitable for capturing these effects. (shrink)

What makes a high-quality biomarker experiment? The success of personalized medicine hinges on the answer to this question. In this paper, I argue that judgment about the quality of biomarker experiments is mediated by the problem of theoretical underdetermination. That is, the network of biological and pathophysiological theories motivating a biomarker experiment is sufficiently complicated that it often frustrates valid interpretation of the experimental results. Drawing on a case-study in biomarker diagnostic development from neurooncology, I argue that this problem of (...) underdetermination can be overcome with greater coordination across the biomarker research trajectory. I then sketch an account for how coordination across a research trajectory can be evaluated. I ultimate conclude that what makes a high-quality biomarker experiment must be judged by the epistemic contribution it makes to this coordinated research effort. (shrink)

This commentary challenges the argument that the diathesis for hallucinations is equivalent to that for schizophrenia. Evidence against this comes from data on the prevalence of hallucinations in schizophrenia, their nonspecificity, and their relationships with moderating variables. We also highlight, however, the manner in which the Behrendt & Young (B&Y) hypothesis extends recent neuroscientific theories of schizophrenia, and its potential treatment applications.

The quantum mechanical description of the evolution of an unstable system defined initially as a state in a Hilbert space at a given time does not provide a semigroup (exponential) decay, law. The Wigner–Weisskopf survival amplitude, describing reversible quantum transitions, may be dominated by exponential type decay in pole approximation at times not too short or too long, but, in the two channel case, for example, the pole residues are not orthogonal, and the evolution does riot correspond to a semigroup (...) (experiments on the decay of the neutral K-meson system strongly support the semigroup evolution postulated, by Lee, Oehme and Yang, and Yang and Wu). The scattering theory of Lax and Phillips, originally developed for classical wave equations, has been recently extended to the description of the evolution of resonant states in the framework of quantum theory. The resulting evolution law of the unstable system is that of a semigroup, and the resonant state is a well-defined function in the Lax–Phillips Hilbert space. In this paper we apply this theory to a relativistically covariant quantum field theoretical form of the (soluble) Lee model. We construct the translation representations with the help of the wave operators, and show that the resulting Lax–Phillips S-matrix is an inner function (the Lax–Phillips theory is essentially a theory of translation invariant subspaces). In the special case that the S-matrix is a rational inner function, we obtain the resonant state explicitly and analyze its particle (V, N, θ) content. If there is an exponential bound, the general case differs only by a so-called trivial inner factor, which does not change the complex spectrum, but may affect the wave function of the resonant state. According to Uriah Kriegel’s self-representational theory of consciousness, mental state M is conscious just in case it is a complex with suitably integrated proper parts, M 1 and M 2, such that M 1 is a higher-order representation of lower-order representation M 2. Kriegel claims that M thereby “indirectly” represents itself, and he attempts to motivate this claim by appealing to what he regards as intuitive cases of indirect perceptual and pictorial representation. For example, Kriegel claims that it’s natural to (...) say that in directly perceiving the front surface of an apple one thereby perceives the apple itself. Cases such as this are supposed to provide intuitive support for the principle that if X represents Y, and Y is highly integrated into complex object Z, then X indirectly represents Z. In this paper I provide counterexamples to Kriegel’s principle of indirect representation, before going on to argue that we can explain what is going on in those cases in which the subject seems to represent a complex whole by representing one its parts without positing indirect representations anyway. I then argue that my alternative approach is superior to Kriegel’s in a number of ways, thereby rendering his theory of consciousness implausible. (shrink)

Evidence from egocentric space is cited to support bicoding of navigation in three-dimensional space. Horizontal distances and space are processed differently from the vertical. Indeed, effector systems are compatible in horizontal space, but potentially incompatible (or chaotic) during transitions to vertical motion. Navigation involves changes in coordinates, and animal models of navigation indicate that time has an important role.

Neoplatonic Exegeses of Plato's Cosmogony JOHN F. PHILLIPS AMONG THE MANY CONTROVERSIES to which the long history of interpretation of Plato's Timaeus has given rise, that concerning the eternity of the cosmos is one of the most enduring and complex, and the source of almost continuous debate from the time of Xenocrates to the present. The importance to all Platonists of a doctrinally consistent answer to the question of whether or not the universe had a beginning in time is made (...) amply clear in the statement attributed to Iamblichus by Proclus that proper understand- ing of the creation of the world is crucial for the entire theory of Nature. Iamblichus here refers obliquely to the orthodox Platonist position that the universe is not a temporal being subject to decay and destruction. The princi- pal problem for all of them, of course, was that, taken literally, Plato's account of the creation in the Timaeus, particularly the passage 27C-a8C, appears to be an unequivocal affirmation of a temporal beginning to the cosmos. Espe- cially troublesome was Plato's use of the verb y~yovev in Timaeus 28b 7, which seems to be an explicit claim for an &QX1] in time. That this passage did indeed refer to a temporal beginning was a point that was made repeatedly and forcefully by the chief opponents of the Platonists on this issue, the Peripa- tetics, who, following Aristotle, read the Timaeus creation account literally.' Let f be a computable function from finite sequences of 0ʼs and 1ʼs to real numbers. We prove that strong f-randomness implies strong f-randomness relative to a PA-degree. We also prove: if X is strongly f-random and Turing reducible to Y where Y is Martin-Löf random relative to Z, then X is strongly f-random relative to Z. In addition, we prove analogous propagation results for other notions of partial randomness, including non-K-triviality and autocomplexity. We prove that f-randomness relative to a (...) We discuss some of the experimental motivation for the need for semigroup decay laws and the quantum Lax-Phillips theory of scattering and unstable systems. In this framework, the decay of an unstable system is described by a semigroup. The spectrum of the generator of the semigroup corresponds to the singularities of the Lax-Phillips S-matrix. In the case of discrete (complex) spectrum of the generator of the semigroup, associated with resonances, the decay law is exactly exponential. The states corresponding to these (...) resonances (eigenfunctions of the generator of the semigroup) lie in the Lax-Phillips Hilbert space, and, therefore, all physical properties of the resonant states can be computed. We show that the parametrized relativistic quantum theory is a natural setting for the realization of the Lax-Phillips theory. (shrink)

In this book, Phillip Wiebe examines religious, spiritual, and mystical experiences, assessing how these experiences appear to implicate a spiritual order. Despite the current prevalence of naturalism and atheism, he argues that experiences purporting to have a religious or spiritual significance deserve close empirical investigation. Wiebe surveys the broad scope of religious experience and considers different types of evidence that might give rise to a belief in phenomena such as spirits, paranormal events, God, and an afterlife. He demonstrates that (...) there are different explanations and interpretations of religious experiences, both because they are typically personal accounts, and they suggest a reality that is often unobservable. Wiebe also addresses how to evaluate evidence for theories that postulate unobservables in general, and a Theory of Spirits in particular. Calling for more rigorous investigation of these phenomena, Wiebe frames the study of religious experience among other accepted social sciences that seek to understand religion. (shrink)

Those are the overarching dynamics of Verene's book.There is an introduction, then two parts, "Prolegomena Philosophiae," comprising four chapters, and "Three Rhetorics," comprising three chapters, followed by an epilogue, notes, and an index.Though Verene does not mention Hume in the introduction—and only twice in the book otherwise—it is difficult not to think of him when Verene speaks of philosophy as "a theater of memory," as if correcting Hume's "theater of the mind." It is also corrective to presentism, often attributed to Hume, when Verene claims that a chief task of the philosopher "is to keep us from always living in the present. For this labor to be accomplished the philosopher must go to school with both the poets and the orators." Rhetoric, rightly understood, helps philosophy to remain philosophy and prevents it from becoming sophistry.In chapter 1, "Philosophical Thinking," Verene reminds the reader that mortality is not a choice. The bounded nature of human life leads to the pursuit of happiness and, therefore, also to the pursuit of meaning. The human responds in two ways, by creating both arguments and stories, but arguments as well as stories need words.The "and yet" comes in the second chapter, "Philosophy and the Muses." Verene writes, "The philosopher knows that the real always outstrips language." Philosophy and its kin, poetry, point beyond themselves. Writing is remembering, but what is written, even at its best, can never capture all that is remembered, and memory, even at its best, can never capture all that is.In "Philosophy and Eloquence," Verene maps a way of escaping Kant. Modern philosophy rejects rhetoric and memory in its pursuit of novelty as progress. Verene introduces the concept of ingenium, "a power philosophy shares with rhetoric." It "is the ability to perceive similarity in dissimilars.... the power to produce metaphor" and irony. Metaphor and irony are philosophy's response to the stale univocal predication of critical thinking that Verene sees as the reduction of reality to an analytic concept.In "Philosophical Style," he shows that as soon as a subject is joined to a predicate, the subject ceases to be only what it was. The predicate is an [End Page 369] otherness that is pulled into the subject such that ever after the subject has an inner dialectic. "The ball is red" is generative of a ball that is not merely a ball but also something else, something foreign to its ballness. The ball does not have to be red, but if it is red, then "ball" and "red" constitute an inner dialectic. The ball is red predicatively and not tautologically, but separating out the kinds of predication does not exhaust all the mystery of the inner dialectic; nothing can.The three rhetorics are of "Self-Discourse," "Absolute Thought," and "The Philosophical Frontispiece." These are chapters respectively about speech appertaining to man, God, and the political entity, though each considered slant rather than head-on.Verene juxtaposes Descartes and Vico with respect to self-discourse. This study aimed to identify the learning and business incubation processes and their impact on developing the performance of business incubators in Gaza Strip, and the study relied on the descriptive analytical approach, and the study population consisted of all employees working in business incubators in Gaza Strip in addition to experts and consultants in incubators where their total number reached (62) individuals, and the researchers used the questionnaire as a main tool to collect data through the comprehensive survey method, (...) where (55) questionnaires were retrieved with a recovery rate of (88.7%). The results of the study showed that there is a high approval of the variables of the study, where the dimension of incubation operations came with a relative weight (84.89%), followed by the learning dimension which got a relative weight (82.50%), while the performance level of the incubators got a relative weight (80.12%) and as the study results showed There is a positive relationship statistically between the two dimensions of learning and business incubation processes and performance development in business incubators, and the linear regression analysis model showed that the main effect in improving the performance of business incubators is "after business incubation operations" while it showed weak effect after learning. The study came out with several recommendations, the most important of which is that business incubators seek to reinforce the learning process and incubation processes for business, and the need to periodically evaluate their performance, and that a more effective mechanism be designed to follow up with companies after the end of the incubation period and monitor the progress of these companies. This article re-examines the theoretical basis for environmental and heritage interpretation in tourist settings in the light of hermeneutic philosophy. It notes that the pioneering vision of heritage interpretation formulated by Freeman Tilden envisaged a broadly educational, ethically informed and transformative art. By contrast, current cognitive psychological attempts to reduce interpretation to the monological transmission of information, targeting universal but individuated cognitive structures, are found to be wanting. Despite growing signs of diversity, this information processing approach to interpretation remains dominant. (...) The article then presents the alternative paradigm of hermeneutics through the works of Schleiermacher, Dilthey, Heidegger and Gadamer, to provide a broader interpretation of interpretation. This not only captures the essence of Tilden’s definition but construes heritage interpretation as a more inclusive, culturally situated, critically reflexive and dialogical practice. (shrink)

Jonathan Y. Tsou examines and defends positions on central issues in philosophy of psychiatry. The positions defended assume a naturalistic and realist perspective and are framed against skeptical perspectives on biological psychiatry. Issues addressed include the reality of mental disorders; mechanistic and disease explanations of abnormal behavior; definitions of mental disorder; natural and artificial kinds in psychiatry; biological essentialism and the projectability of psychiatric categories; looping effects and the stability of mental disorders; psychiatric classification; and the validity of the DSM's (...) diagnostic categories. The main argument defended by Tsou is that genuine mental disorders are biological kinds with harmful effects. This argument opposes the dogma that mental disorders are necessarily diseases that result from biological dysfunction. Tsou contends that the broader ideal of biological kinds offers a more promising and empirically ascertainable naturalistic standard for assessing the reality of mental disorders and the validity of psychiatric categories. Social work is a contested tradition, torn between the demands of social governance and autonomy. Today, this struggle is reflected in the division between the dominant, neoliberal agenda of service provision and the resistance offered by various critical perspectives employed by disparate groups of practitioners serving diverse communities. Critical social work challenges oppressive conditions and discourses, in addition to addressing their consequences in individuals’ lives. However, very few recent critical theorists informing critical social work have advocated revolution. A challenging exception (...) can be found in the work of Cornelius Castoriadis (1922–97), whose explication of ontological underdetermination and creation evades the pitfalls of both structural determinism and post-structural relativism, enabling an understanding of society as the contested creation of collective imaginaries in action and a politics of radical transformation. On this basis, we argue that Castoriadis’s radical-democratic revisioning of revolutionary praxis can help in reimagining critical social work’s emancipatory potential. (shrink)

It follows from Humean principles of plenitude, I argue, that island universes are possible: physical reality might have 'absolutely isolated' parts. This makes trouble for Lewis's modal realism; but the realist has a way out. First, accept absolute actuality, which is defensible, I argue, on independent grounds. Second, revise the standard analysis of modality: modal operators are 'plural', not 'individual', quantifiers over possible worlds. This solves the problem of island universes and confers three additional benefits: an 'unqualified' principle of compossibility (...) can be accepted; the possibility of nothing can be accommodated; and the identity of indiscernible worlds can be decisively refuted. This volume contains eighteen papers, three with new postscripts, that were written over the past 35 years. Five of the papers have not been previously published. Together they provide a comprehensive account of modal reality—the realm of possible worlds—from a Humean perspective, with excursions into neighboring topics in metaphysics. Part 1 sketches an account of reality as a whole, both the mathematical and the modal, defending a form of plenitudinous realism: every consistent proposition is true of some portion of reality. (...) Part 2 presents and defends a realist theory of concrete possible worlds with an absolute ontological distinction between the actual and the merely possible. Part 3 presents and defends a Humean account of modal plenitude, formulating and endorsing principles of recombination, of plenitude of possible structures, and of plenitude of alien contents. Part 4 applies the Humean account to truthmaking, mereology, spacetime, and quantities. I argue that holding fast to Humean strictures leads to views that differ in radical ways from those put forth by contemporary metaphysicians. (shrink)
